Hiring Process

Departments and agencies with a Staffing Delegation and Accountability Agreement have the authority to appoint candidates recruited and referred through the Public Service Commission (PSC) Recruitment of Policy Leaders (RPL) program’s advertised external process. The candidates must have successfully completed the first round of interviews, including reference checks, and the second round of interviews in Ottawa with senior government officials.

Hiring process

  1. Contact the PSC

    To hire a candidate from the RPL’s partially assessed pool of candidates, please contact Louise Dubois at 613-943-2132 or at louise.dubois@psc-cfp.gc.ca.

    The PSC will indicate which candidates from the partially assessed pool are available for consideration.
  2. Obtain PSC priority clearance

    Complete a request for priority clearance through the Priority Information Management System.

    Please contact your organization’s human resources advisor for assistance.
  3. Assess the RPL candidate

    Since certain merit criteria have already been assessed through RPL, candidates must be assessed against your organization’s Statement of Merit Criteria to ensure that they meet all the merit criteria, including those stated in the Qualification Standards of the respective occupational group and all the conditions of employment (e.g. security clearance).
  4. Confirmation of hire

    Provide the PSC’s RPL contact person with a copy of the signed letter of offer by fax at 613-947-7156.
