Delegation: Consultation
The Consultation Division provides federal departments and agencies across Canada with Appointment Delegation and Accountability Instruments (ADAI), staffing advice and consultation, and high quality information products related to the Public Service Employment Act (PSEA).
The Division also supports the PSC's oversight function, helping organizations to respect the PSEA, its values and related PSC appointment policies.
Role of the PSC Strategic Consultants
The Division consists of strategic consultants in the National Capital, Atlantic, Québec and Western regions.
The strategic consultants help nurture and sustain a values-based approach to appointment processes by:
- providing advice and guidance on PSEA interpretations, PSC policies and issues;
- promoting and encouraging innovative and risk-appropriate staffing strategies to maximize the appointment flexibilities inherent in the PSEA;
- guiding departments in building staffing systems that meet their needs and respect the legislative requirements and values of the PSEA;
- developing and delivering PSEA-related information sessions and serving as PSEA subject matter experts at national and regional learning events;
- participating on interdepartmental working groups to discuss specific staffing issues; and
- serving as partner or PSC representative on various groups such as the National/Regional Staffing Councils (Publiservice clients only) and Functional Communities groups.
The strategic consultants also support the PSC's oversight function, focussing on the protection of merit and the integrity of the staffing system, by:
- discussing and seeking resolution of appointment issues with delegated organizations;
- taking action in regard to high-risk or irregular appointment situations; and
- on-going monitoring of appointment practices and trends in departments as part of the PSC's data intelligence network.
