The Public Service Commission (PSC) is introducing a three-point approach:
The implementation of the AAAF is intended to address concerns regarding false declaration by non-Aboriginal peoples to jobs that are limited to Aboriginal peoples.
With this new approach, the PSC is playing its role in overseeing the integrity of the staffing system.
The AAAF was developed following consultations with various stakeholder groups, including: Indian and Northern Affairs Canada’s (INAC) Committee for the Advancement of Native Employment, the National Council of Aboriginal Federal Employees, INAC, other federal government departments and agencies, the Canadian Human Rights Commission, bargaining agent representatives and external national Aboriginal organizations.
The information provided on the AAAF is collected under the authority of the Public Service Employment Act for the purpose of verifying the eligibility of the person to be appointed to a position targeted to Aboriginal peoples. The personal information collected is protected under the Privacy Act.
The PSC will collect quantitative and qualitative data on a quarterly basis from departments and agencies on the implementation of the AAAF. The PSC will review the feedback received and address any areas of concern raised by stakeholders.
