As part of its ongoing commitment to support federal organizations in their targeted recruitment efforts, the Public Service Commission (PSC) will launch its annual Post-Secondary Recruitment (PSR) campaign in September 2012. The PSR Program remains a quick, efficient and cost-effective hiring solution for managers when staffing entry level officer positions.

Recognizing that the main source of talent in the coming years is through the priority system, the PSC remains committed to supporting organizations with targeted recruitment in shortage areas, speciality skills and competencies for the future.

Options for participating in the fall 2012 campaign

Option 1

Federal organizations with targeted hiring needs can choose to advertise a tested career choice and opt to have the PSC administer any or all of the three PSR tests: Situational Judgment Test, Graduate Recruitment Test and the Written Communication Proficiency Test. The PSC administers all three tests on behalf of departments and agencies, at no cost, although additional test administration and PSC services can be provided on a cost recovery basis.

Option 2

Federal organizations can post non-tested career choices, where no standardized testing is administered. These career choices can be posted at any time throughout the year; however, we encourage organizations to post their non-tested career choices during the fall campaign

To further support federal organizations with year-round hiring requirements and based on client consultation, the PSC will extend the validity period of the fall 2011 career stream inventories to December 2013. No additional inventories will be posted during the fall 2012 campaign. These inventories can support your long- or short-term entry level officer hiring needs and provide an excellent source for building a contingent workforce. It is a cost-effective means of supporting  your organization's recruitment strategy by giving you access to graduates who have undergone rigorous assessment, thereby ensuring high-quality referrals and reducing your time to staff.

The current inventories are:

  1. Health Sciences;
  2. Program Delivery and Support;
  3. Information Technology ;
  4. Business and Social Sciences; and
  5. Pure, Natural and Applied Sciences

Costs for participating in the 2012 campaign

The PSC continues to offer all PSR services at no cost to federal organizations.

Post-Secondary Recruitment campaign timeline

  • August 24, 2012: Organizations submit request (Statement of Merit Criteria and number of vacancies to staff) to indicate participation in the 2012 PSR campaign
  • September 13,  2012: Organizational career choices are posted on jobs-emplois.gc.ca
  • October 5, 2012: Closing date for applications
  • November 10-17, 2012: Testing across Canada
  • January 3, 2013: Candidates available for referral
