The following e-mail was sent to Deputy Heads on October 25, 2011.

I am pleased to inform you that the Public Service Commission 2010-2011 Annual Report and the Public Service Commission Audit Reports 2011 were tabled today in Parliament.  The audit report includes audits of 11 entities:

  • Canadian Human Rights Tribunal;
  • Economic Development Agency of Canada for the Regions of Quebec;
  • Environment Canada;
  • Financial Consumer Agency of Canada;
  • Foreign Affairs and International Trade Canada;
  • National Energy Board;
  • Natural Resources Canada;
  • Office of the Commissioner of Official Languages;
  • Office of the Superintendent of Financial Institutions;
  • Transport Canada; and
  • Transportation Appeal Tribunal of Canada.

A Report on the Agreement on the Follow-up to the Audit of the Immigration and Refugee Board of Canada was also tabled today.

The Public Service Commission (PSC) also released Analysis of 2009‑2010 and 2010-2011 Audit Results: Consideration of priority persons in the public service, and a paper on the history of employment equity in the public service and the PSC.

This was the fifth full year of operation under the Public Service Employment Act (PSEA), which came into force in 2005.  We have concluded that overall, merit is being respected in staffing, and our audits show that managers are doing a better job of applying the merit test.  There has been significant progress in implementing the PSEA, but more work needs to be done to achieve an efficient staffing system and to ensure that the core and guiding values are fully implemented.

Departments and agencies continue to improve their performance in the management of staffing.  Organizations have generally integrated HR planning with business planning and have developed staffing priorities and associated strategies.

I wish to thank you for your continued support and leadership in sustaining this progress and ensuring a merit-based and non-partisan public service.
