Test Security (09-15)

The Personnel Psychology Centre (PPC) of the Public Service Commission (PSC) has always considered the security of its assessment tools to be of the utmost importance. With large volumes of PSC tests serving clients, more tests are being handled by more people. As much as the PPC wants access to test material to remain efficient, it is our mandate to ensure that procedures are in place to prevent any loss or theft of protected test material.

The following steps have been taken to reinforce the security surrounding test material while it is on loan:

  • The Request and Agreement for PSC Test Material (PSC 3307), also known as the order form, has been modified and will be in place effective November 1, 2009. Additional information is now required in order to better follow who is in possession of the test material;
  • The administration manuals used for test administration have been updated to reflect the importance of protecting the integrity of test material; and
  • The Security and Accountability Checklist is a new form that accompanies the order form (PSC 3307). To receive the material ordered, the human resources (HR) advisor must complete, sign and send this new form along with the order form. This form assures the PPC that the person responsible for the material is aware of and is complying with the procedures related to the security of the test material.

The PPC is also providing more information about test security on its Web site. This new information can be used by HR advisors and their managers to review and strengthen their own security procedures. There is a new section that lays out expectations and accountability regarding the security of test material while it is on loan. There is also a self-assessment questionnaire developed for HR advisors involved in the ordering and administration of tests and for which the answers are provided. It assesses knowledge of test security and administration and provides information about the procedure to follow in case of a test security breach.

The ongoing integrity of PSC test material depends on the commitment and efforts of both the PPC and organizations.
