Branch Overview

The Public Service Commission of Canada is composed of the following five branches:


Policy Branch (PB)

This Branch supports the PSC's mandate to independently safeguard the integrity of staffing and promote the political impartiality of the public service. It supports the medium and long-term strategic positioning of the PSC through strategic analysis and liaison with stakeholders. It develops policies to guide deputy heads and managers in the exercise of authorities delegated to them and monitors how these are implemented. The Branch also directly manages the non-delegated processes for the assessment and appointment of executives by the Commission, and for official language exclusions, priority administration, political candidacy authorities, and the PSC's employment equity initiatives.

Staffing and Assessment Services Branch (SB)

This Branch develops and implements the federal recruitment systems that provide a single-window entry to the public service by linking Canadians, including students, seeking federal employment with departments and agencies looking to hire from outside the public service; delivers the recruitment services, programs and products to Canadians and to federal departments and agencies through client service units located across Canada; and provides testing and assessment programs and tools for use in recruitment, screening, selection and development throughout the federal public service.

Audit and Data Services Branch (ADSB)

The goal of the PSC Audit and Data Services Branch is to provide objective information, advice and assurance to Parliament, and ultimately Canadians, about the integrity and effectiveness of the appointment process, including the protection of merit and non-partisanship. This is accomplished through the conduct of independent audits and studies. The Branch also provides information and analysis to support the oversight activities of the PSC.

Legal Services

Legal Services unit deals with employment law and government law.

Corporate Management Branch (CMB)

This Branch's function is to protect and promote the corporate interests through the management of corporate policies and the provision of central services and systems in support of all PSC programs. It includes the activities of the President and Commissioners, modern comptrollership, management systems and policies, finance, human resources management, information technology services, internal audit and evaluation, and other administrative and support services.

Corporate Secretariat

The Corporate Secretariat provides support, advice and services to the Commission and PSC senior management and acts as the custodian of the Commission governance framework.

Investigation Branch

The Investigations Branch conducts investigations into specific appointment processes in order to protect the merit principle. It also investigates allegations of improper political activities in order to ensure the non-partisanship of the federal public service.
